Pahang assembly speaker says all proceedings follow standing orders, addressing viral video on motion documents and document embargoes.
KUANTAN: Pahang State Legislative Assembly Speaker Datuk Seri Mohd Sharkar Shamsudin has clarified that all assembly proceedings are conducted in accordance with established rules.
He issued the statement in response to issues raised in a viral TikTok video from December 12 concerning assembly administration.
Mohd Sharkar addressed a claim by Cheka assemblyman Datuk Seri Tuan Ibrahim Tuan Man regarding the absence of detailed motion documents for scrutiny.
“The practice of not distributing detailed motion documents to assembly members has long been implemented,” he stated.
He noted this aligns with practices in several other state assemblies, including Johor, Sarawak, Kelantan, Penang and Melaka.
The speaker also rejected allegations that certain motions were omitted from the Order Paper.
He confirmed two specific motions were officially included for the sixth day of the sitting on December 12.
These were a motion to establish a Rehabilitation Trust Fund and a motion on the state allocation ceiling for projects from 2026 to 2030.
On the issue of document embargoes, Mohd Sharkar said the action fully complies with the assembly’s Standing Orders.
“All Meeting Papers, Bills and Sitting Papers are embargoed until the day they are tabled,” he explained.
He said the related documents were embargoed until December 12, 2025, as per the presentation date in the Order Paper.
The purpose is to prevent information from being used prior to official presentation and to preserve sitting decorum.
He stated this embargo practice is standard and also adopted by the other mentioned state assemblies.
Nevertheless, Mohd Sharkar said the Pahang assembly remains open to reviewing issues raised for continuous improvement.
