Gig workers’ minimum income to be set by new consultative council

The Gig Workers Act 2025 establishes a new council to determine fair minimum income for gig workers through structured, evidence-based consultations.

PUTRAJAYA: The minimum income for gig workers will be determined through structured consultations under the new Gig Workers Act 2025 framework.

The Ministry of Human Resources said the nature of gig work differs from conventional employment and requires a tailored approach.

The Act provides for the establishment of a Gig Consultative Council as the institutional mechanism to discuss and propose matters related to gig workers’ minimum income.

It said the national minimum wage of RM1,700 serves as a reference point within the existing policy.

The ministry issued a statement to clarify issues raised by the Malaysian E-Hailing Drivers Action Movement regarding the minister’s recent speech.

The new council is a tripartite platform comprising government, gig worker and contract entity representatives.

It will conduct research, analyse market data and review international best practices.

The council will hold comprehensive discussions on a minimum income formula before presenting recommendations to the government.

This approach ensures proposed rates are based on actual data and account for sectoral and location variations.

The ministry said the goal is a fair outcome for workers that remains sustainable for the overall platform ecosystem.

It said the minister’s call for a finely reviewed approach aligns with the need for comprehensive, evidence-based discussions.

The official council remains an open channel created by law for this specific purpose.

The enactment of the Gig Workers Act 2025 demonstrates the government’s commitment to strengthening protections for gig workers.

The ministry said it provides structured consultation channels and ensures income issues are determined institutionally.

KESUMA will continue to collaborate with all stakeholders to enhance gig worker welfare through the new mechanisms.

It urged that the council be given space to function so fair and sustainable resolutions can be achieved for the country’s gig worker ecosystem.
