SMEs may be exempt from reporting job vacancies to PERKESO, with a two-year moratorium on penalties, following amendments to the Employment Insurance System Act

KUALA LUMPUR: The Social Security Organisation (PERKESO) plans to exempt small and medium enterprises from mandatory job vacancy reporting.

Human Resources Minister Steven Sim said the exemption follows amendments to the Employment Insurance System Act and is contingent on stakeholder consultations.

Sim emphasised that a two-year moratorium will precede enforcement of the amended provisions.

He assured employers that no penalties will be imposed for failing to report vacancies during this period.

“The goal of the system is to ensure Malaysians have access to the latest jobs in the market,” Sim said in a statement.

He added the system aims to assist companies in matching vacancies to the talent pool and to gather accurate labour market data for better policy-making.

“The reporting process is simple, online and automated,” he stated.

Sim said the moratorium period will be used to assist and guide stakeholders to familiarise themselves with the system.

The amended SIP Act also enhances benefits for contributors who become unemployed.

It provides higher unemployment allowances, a skills training subsidy and a mobility allowance.

The Dewan Rakyat passed the SIP (Amendment) Bill 2025 on Tuesday.

The bill aims to improve benefits for PERKESO contributors and strengthen the governance of the insurance scheme’s implementation. – Bernama
