PM Anwar launches SPINE, a new system to evaluate and improve integrity, governance, and anti-corruption in Malaysia’s public sector
PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim launched the Integrity and Governance Management System (SPINE) today.
The launch coincided with the 2025 International Anti-Corruption Day celebrations.
SPINE is a strategic initiative by the Integrity Institute of Malaysia to strengthen the public sector’s integrity ecosystem.
It was developed as a comprehensive alternative to the Anti-Bribery Management System ISO 37001:2016.
Anwar said SPINE will evaluate an organisation’s health level through a self-assessment concept.
“This system will submit data-based improvement measures in aspects of integrity, governance and anti-corruption,” he stated.
SPINE outlines a comprehensive approach including identifying gaps and implementing corrective interventions.
It involves reassessment and accreditation for organisations showing excellent integrity compliance.
The system is coordinated with government policies like the National Good Governance Plan and the National Anti-Corruption Strategy.
It also aligns with Article 5(2) of the United Nations’ Convention Against Corruption.
SPINE represents Malaysia’s concrete measure as a UNCAC member to promote effective anti-corruption practices.
IIM president and CEO Datuk Ahmad Ramdzan Daud said SPINE supports the MADANI Government’s intentions.
“It aims to improve the country’s integrity ecosystem and governance structure,” he said.
He added the system will boost transparency and empower a culture of accountability in public administration.
Ahmad Ramdzan affirmed IIM’s commitment to improving integrity after two decades of service.
As the leading institution driving the integrity agenda, IIM ensures MADANI Government policies are fully implemented.
This is achieved through education, systems building, risk assessments and monitoring organisational integrity performance. – Bernama
