JPN assures MyPR and citizenship processes follow strict legal procedures

The National Registration Department says MyPR and citizenship applications are processed transparently and lawfully, with 261,156 MyPR holders recorded nationwide

The Home Ministry, through the National Registration Department, has assured that the process of granting Permanent Resident Identity Cards and Malaysian citizenship is carried out strictly and transparently in accordance with the law.

This follows concerns raised regarding the issue, including those expressed by the Sultan of Pahang, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah.

In a statement, JPN said it is aware of the Sultan’s concerns regarding national sovereignty, security, and the well-being of the people in granting PR status and citizenship.

The department clarified that a MyPR is only issued to non-citizens who have obtained PR status through an entry permit approved by the Immigration Department.

This permit enables them to reside and work legally in the country, with a total of 261,156 MyPR holders recorded nationwide as of December 31, 2025.

JPN said the main control for MyPR applications is based on a valid entry permit from JIM, with the approval process subject to the criteria set by the relevant department.

An integrated cross-check between JPN and JIM is also conducted to verify the authenticity and eligibility of applicants.

Each application is thoroughly reviewed by the Approval Consideration Committee Panel, which meets periodically to ensure careful and integral processing.

“MyPR status can be revoked if the holder is found to be involved in any offence that could threaten security, public order or national interests,” according to JPN.

Regarding citizenship, JPN emphasised that it is the highest honour and an exclusive right of the federal government, not granted arbitrarily.

Each citizenship application is processed based on Part III of the Federal Constitution and the Citizenship Rules 1964, taking into account national interests and security.

The KDN and JPN assured that all applications would be processed in an orderly, transparent manner and in the proper sequence before any decision is made.

“Careful consideration needs to be given to ensure that Malaysian citizenship is granted to individuals who are truly eligible,” said the statement.

This must be done without compromising security aspects, national interests and existing citizens, in accordance with the Federal Constitution.

The statement reaffirmed the continued commitment of the KDN and JPN to carry out their duties with full responsibility and integrity.

This commitment is in line with the advice of the Sultan of Pahang, who recently expressed concern over the granting of PR status and citizenship.

Al-Sultan Abdullah stated that this issue touches upon trust, integrity, justice and the dignity of a sovereign nation, and could not be treated lightly.
