SWCorp chief executive officer Khalid Mohamed said of the total, 3,468 NPK were issued to locals, while the remaining 1,225 were issued to foreigners, involving offenders aged between 14 and 81.

PUTRAJAYA: A total of 4,693 notices of offence (NPK) have been issued across seven states since the Community Service Order (CSO) under the Solid Waste and Public Cleansing Management Act 2007 (Act 672) came into effect on Jan 1.

Solid Waste and Public Cleansing Management Corporation (SWCorp) chief executive officer Khalid Mohamed said of the total, 3,468 NPK were issued to locals, while the remaining 1,225 were issued to foreigners, involving offenders aged between 14 and 81.

“Of the total NPK issued, 177 individuals were ordered to perform community service in seven states.

“CSOs are not just a form of punishment. They give offenders a chance to see for themselves the impact of their actions on the environment, thereby creating a deeper awareness of civic responsibility,” he told reporters after attending the Seventh Series of CSO Implementation here today.

Khalid said the CSO activities focus on cleaning efforts covering sidewalks, streets, drains and public toilets in real-life settings, thereby offering direct exposure to the impact of irresponsible behaviour on the cleanliness and quality of public areas.

Meanwhile, he said a total of 130 civil servants from various agencies were issued with NPK during the same period, involving 48 per cent from the implementation group, 35 per cent from the security and uniformed sectors, and 15 per cent from the management and professional groups.

“This development shows that the issue of non-compliance occurs across all levels and requires a more stringent and integrated enforcement approach.

“To date, nine civil servants have been ordered by the court to perform community service, reflecting the progressive implementation of the law, serving as a mechanism for behavioural correction,” he said.

Regarding minor offenders, Khalid said 10 individuals aged between 14 and 18 were issued with NPK, for offences including littering tissues, drink cartons and bottles.

“Their cases are handled under special procedures, whereby the court hands them over to the Social Welfare Department for further action and appropriate rehabilitation modules,” he said.

In Putrajaya, Khalid said four offenders, comprising three locals and one foreigner aged between 24 and 34, were ordered to carry out cleaning work around Precinct 2 here.
