Civil defence officer pleads not guilty to abusing position for wife’s contract

A Civil Defence Force assistant officer in Perlis denies using his authority to approve a catering contract for his wife’s company, gaining RM7,350.

KANGAR: A Civil Defence Force (APM) personnel has pleaded not guilty to a charge of abusing his position for financial gain.

Mohd Ruhaizul Md Isa @ Mansor, 45, entered the plea at the Sessions Court here today.

He is accused of using his authority as an assistant officer to approve a government order and payment voucher for a catering service.

The service was provided by Sinar Rizki Barakah Resources, a company owned by his wife.

It involved providing meals for a Rank Insignia Ceremony and the launch of the CDERT-C for Perlis APM.

The offence was allegedly committed at the Perlis APM office between 28 and 30 August 2016.

The unlawful financial gain from the act is stated as RM7,350.

The charge is framed under Section 23 of the Malaysian Anti-Corruption Commission (MACC) Act 2009.

If convicted, he faces a jail term of up to 20 years and a substantial fine.

Judge Datuk Nu’aman Mahmud Zuhudi set bail at RM5,000 with one surety.

The court fixed 19 January 2026 for the next mention to allow for document submission.

MACC deputy public prosecutors Ahmad Fariz Abdul Hamid and S. Sujatha conducted the prosecution.

Mohd Ruhaizul was represented by counsel Syed Muhammad Anwar Syed Lokman Hakim.
