Malaysia’s new learning metrics for Year 4 and Form 3 pupils aim for early intervention and curriculum support, not as a public exam

PUTRAJAYA: The new Learning Metrics for Year Four and Form Three pupils is an assessment method focused on providing early and phased learning support.

Education Minister Fadhlina Sidek said the approach aims to identify mastery levels early so teachers can plan suitable curriculum reinforcement.

“The implementation of the Learning Metrics at Year Four is intended to ensure there is still a two-year period to carry out interventions should weaknesses or learning gaps be identified,” she said.

She emphasised the metrics serve as a mechanism for intervention and learning reinforcement.

The Learning Metrics will be implemented by the Examinations Board to instil public confidence.

For Year Four, it will be carried out in October this year, while for Form Three, it will be implemented in 2027.

It involves four subjects for Year Four pupils: Bahasa Melayu, English, Mathematics and Science. Form Three will involve five subjects, adding History to the list.

Fadhlina said the approach will also prepare pupils for international assessments like PISA, TIMSS and SEA-PLM.

She stressed that the Primary School Achievement Test (UPSR) and Form Three Assessment (PT3) will not be reinstated.

“This Learning Metrics is far better than UPSR and PT3 because its scope focuses on improvement and intervention,” she said.

She added that UPSR and PT3 are no longer suitable and that many parents are comfortable without examinations.

The metrics were discussed at the launch of the National Education Blueprint (RPN) 2026-2035.

The new blueprint is an education reform initiative aimed at building a more equitable, competitive and values-based future generation.

It involves the Ministry of Education and the Ministry of Higher Education. The plan encompasses the entire education ecosystem from school level to higher education.
